You might want to check out the blog by Matt Cutts. He is a Google employee that shares some insite into Googles thouhgt process. He also shows examples of sites that have doen things that Google considers spam and that can get your site removed from their index.

They do not pass PR and you aren’t getting any value from them even if the “no follow” isn’t used. So how safe is it to buy links for PR purposes? The traffic of a link is much more important than the little green bar.
